Commercial Plumbing Inspection Checklist — Complete Building Guide

Commercial systems are designed for a specific pressure range (typically 40–80 PSI at the main, reduced to 60–70 PSI at fixtures). Pressure above design specs causes premature valve and fitting failure throughout the building. Pressure below spec indicates supply issues or a failing PRV. Test at the main meter and at the highest, most distant fixture to verify adequate residual pressure under demand.

PRVs have a 7–12 year service life in commercial applications. A failed PRV either allows dangerously high pressure through (blowing out fixtures and connections) or restricts flow below usable levels. Check the downstream gauge reading against the set point. PRVs older than 10 years or showing 10+ PSI drift from set point should be rebuilt or replaced.

Most municipalities require annual backflow preventer testing and certification by a licensed tester. Check that all required devices (RPZ valves, double-check valves) are present where required — irrigation connections, boiler makeup, fire suppression ties, and any cross-connections. Verify certification tags are current. Expired certifications can result in water service shutoff by the utility.

Commercial water heaters must maintain 140°F storage temperature (to prevent Legionella) while delivering 120°F or less at point of use (via mixing valves). Verify the T&P (temperature and pressure) relief valve hasn't been capped, plugged, or piped to a location where discharge would go unnoticed. Check expansion tanks for waterlogging (tap the tank — it should ring hollow on top, thud on bottom). Confirm seismic strapping if in an earthquake zone.

Walk the mechanical room and all accessible pipe runs. Look for green patina on copper (pinhole leak precursor), white mineral deposits at joints (active seepage), rust staining below galvanized fittings, and damaged or missing insulation (energy loss and condensation risk). Insulation on hot lines prevents burns and energy waste; insulation on cold lines prevents condensation that drips onto ceilings below.

A sewer camera reveals problems invisible from above — root balls forming in joints, bellied sections where waste pools, offset joints letting soil infiltrate, and deteriorating pipe walls. For buildings over 20 years old, camera inspection of the main line every 2–3 years prevents surprise sewer backups that shut down operations and require emergency excavation at 3× normal cost.

Grease traps in food service buildings must be pumped when 25% full (most jurisdictions). Measure the grease cap thickness and compare to trap capacity. An overfull grease trap sends FOG (fats, oils, grease) into the municipal sewer, resulting in fines of $1,000–$10,000 per incident. Verify the trap is properly sized for the fixtures it serves — an undersized trap is never compliant regardless of pumping frequency.

Floor drains in mechanical rooms, restrooms, and kitchens often dry out between uses, allowing sewer gas into occupied spaces. Pour 1 gallon of water into each floor drain — it should flow freely without backing up. If you smell sewer gas near a drain, the trap has evaporated. Install trap primers or add mineral oil to the trap on drains that see infrequent use. Blocked floor drains cause flooding during equipment failures.

Cleanouts buried behind stored materials, covered by floor mats, or sealed under concrete are useless during an emergency. Verify every cleanout is accessible within 2 minutes and that caps are in place and in good condition. Missing cleanout caps allow sewer gas escape and pest entry. Map cleanout locations for maintenance staff who need them during after-hours emergencies.

Look for rubber couplings (Fernco fittings) used as permanent repairs on above-grade piping — these are temporary fixes that code doesn't allow as permanent. Check cast iron pipes for rust-through (poke gently with a screwdriver at obvious corrosion — sound iron resists; failing iron crumbles). Any drain line suspended from the ceiling with wire instead of proper hangers is a code violation and collapse risk.

Flush each toilet and urinal, verifying it clears in one flush, fills properly, and stops running within 60 seconds. A running commercial toilet wastes 200+ gallons per day — over $1,000/year in water costs. Check flush valves (Sloan, Zurn) for handle drip and proper flush volume. Commercial flush valves have specific GPF (gallons per flush) ratings that affect drain carry — verify replacements match the original spec.

Every faucet should deliver hot water within 10 seconds, not exceed 120°F, and shut off completely with no drips. In ADA-accessible restrooms, verify faucets are operable with one hand and no tight grasping or twisting (lever handles or sensor activation). Check under each sink for active drips at supply connections and drain trap joints.

OSHA requires weekly activation tests of emergency eyewash stations and safety showers. Check that water flows at proper volume and temperature (60–100°F), drain connections work, and units are accessible within 10 seconds/55 feet of hazard areas. Stagnant water in unused emergency fixtures breeds bacteria — weekly flushing is both a compliance and health requirement.

Wall-mounted sinks, urinals, and toilets depend on proper mounting and sealed connections to prevent water from entering wall cavities. Check for movement when pressure is applied (loose carrier bolts), and for staining or moisture at the wall junction. Failed seals at wall-mount fixtures cause hidden mold growth inside walls that goes undetected until the drywall fails.

Pull permit history from the local building department. Any open permits (work started but never inspected) create liability for the current owner and can block future permits. Previous unpermitted work may not meet code and could fail a required inspection triggered by new work. Address open permits before starting new projects.

Annual backflow test reports must be filed with the local water authority by certified testers. Missing reports result in violation notices and potential water service disconnection. Maintain copies of all test reports for 5+ years. If reports are missing, schedule immediate testing and filing — most utilities give 30 days from notice before disconnection.

Commercial water heaters and boilers require periodic inspection by licensed inspectors in most jurisdictions. Check for current inspection certificates posted on or near equipment. Verify maintenance logs show regular flushing, anode rod checks (tank units), and safety valve testing. Poorly maintained commercial water heaters are explosion risks — this isn't hyperbole; boiler explosions still occur annually in the US.

Compare available as-built drawings to actual observed conditions. Undocumented modifications (added fixtures, rerouted drains, abandoned lines) indicate unpermitted work and create problems for future maintenance and renovations. Note all discrepancies for the building file. Accurate drawings save thousands in exploration costs when future work is needed.
